Doing something consistently over, and over again for 21 Days will create a Habit of that. If you wake up at the same time everyday with an Alarm Clock, your Body will get into a Habit of waking up at that Time. If you go jogging each day for 21 Days your body builds endurance, and you are able to Jog that distance easier because you have created a Habit.
